"Just what the doctor ordered" is a common saying referring to something that acts as a cure or tonic for an ailment....in a good sense.
However...witch doctors are not generally held in such good regard, so I suspect that the writer is using irony here, and really means that the item is not really good for the health and wellbeing of the user.
