That's a nice skirt.
I'm not quite sure what you would wear just the skirt itself with, though. At my rink, it's about half-and-half between a practice dress and just tights and a tee/tank, UnderArmor, you know? I don't know if you're near one of the RainboSports stores, but that's a good skating store to go to. Also, Dick's Sporting Goods and Sports Authority would sell UnderArmor, if you prefer that. That's what I wear, but like I said, it's half-and-half; really, just personal preference. You don't ONLY wear a dress to a competition; there are less "fancy" dresses for practice. And I wouldn't wear jeans or everyday wear; they're inflexible, get wet easily, and can get in your way.
Also, you will need a pair of tights either way. Knee-high tights for the UnderArmor/pants, or full tights (either footed or over-the-boot) for the dress. (Be sure to wear light underwear.

Also, I LOVE the UnderArmor gloves. The palms are made of this special material that keeps you from ever getting your hands all cold and soggy and wet and disgusting. xD I fall a lot, so...
Be sure to put your hair up! It'll really get in the way if you don't. If you have those annoying little strands of hair at the front that are just too short to fit into your ponytail, consider bobby pins to hold them back from your face. You probably won't have to worry about that now, but once you start moving faster, and doing jumps and all that, you'll probably at least consider it.
On the side, once you get your own skates (if you haven't already), make sure you correctly care for them. You'll need soakers, a cloth, and guards. Stinkeez or some other kind of deoderizer are nice, but optional. You'll have to get them sharpened every so often (ask your coach; I skate very often and am working on my single Axel and double Sal, and am getting mine sharpened every 4-6 weeks). It'd be a good idea to get them sealed, too, with Sno-Seal or some other similar beeswax-based sealant. It protects your skates from all the moisture.
I know it sounds like a lot, but...it's worth it.
Best of luck!!!
